This increase in municipal return flow wouJ.d <br />increase the surplus flows when such flows are in the Cache la <br />Poudre River. The increase in surplus flOlf caused by the increased <br />Fort Collins return flow averages 3,300 acre-feet per year. The <br />increased Fort Collins return flow wouJ.d be available for either <br />storage by the 10lfer plains reservoirs or direct use in periods <br />when no surplus exists. <br /> <br />Plains Reservoir Consolidation, Capacity Replacement, and Transfer <br /> <br />The objective of plains reservoir consolidation is optimum use <br />and efficiency of the established reservoir storage rights. The <br />aspect9 of the consolidation include: <br /> <br />J.. Reduced surface and seepage loss by providing a more <br />efficient reservoir. <br />2. Replacement of decreed capacity which is presently <br />unusable due either to sediment accumuJ.ation or <br />deterioration of facilities. <br /> <br />3. Reduction of the canal losses during filling period. <br /> <br />. <br /> <br />Through either abandonment or diminished use of reservoirs and feeder <br />canals, substantial reduction in operation, 1Ilaintenance and <br />replacement costs would also be achieved. <br /> <br />In discussing the larger reservoirs with members of the steering <br />conunittee and others, the conclusion was reached that it probably <br />wouJ.d be desirable to abandon some existing reservoirs and transfer <br />their storage decrees to a consolidated pool. Listed below are the <br />reservoirs on which such action has been considered.
