<br /> <br />. <br /> <br />PART U--FEATURES AND ESTIMATES <br /> <br />Water Regulation <br /> <br />Presented in this report is a. p1.an to supp~ement the existing <br />irrigation and municipal water supplies in the Cache la Poudre <br />valley. The p1.an provides for new facUities constituting a unit <br />which would make fullest practical. use of the potentiaJ. water <br />supply. New facilities consist of water storage, regulating and <br />conveyance works, and power generating plants. <br /> <br />New features, to be located in the mountains, would provide <br />storage space for the following purposes: (~) to regulate present1.y <br />unappropriated surp~us nows which now ~eave the basin unused; (2) <br />to consolidate the storage of several plains reservoirs to effect <br />optimum utilization of these established rights; (3) to replace the <br />storage of municipaJ. water in Greeley's mountain reservoirs, and to <br />regulate further the annual Fort Collins and Greeley aJ.lotments of <br />Colorado-Big Thompson project water. In order to provide these <br />storage functions the transfer of some water rights from the old to <br />the new facilities would be required. <br /> <br />Idylwilde Reservoir would regulate nows of the main stem for <br />a year-round operation of the Idylwilde and Ca.che la Poudre <br />Powerplants. A large portion of the stored water would come from <br />the heavy spring runoff resulting from snow melt. The water in <br />storage would be released as needed for the generation of power. <br />Releases from Idy1.wi1.de Reservoir would be made through the <br />Idylld1.de Powerplant, a peaking installation, into Kinnikinick <br />Afterbay for rereguJ.ation. Water would be released from <br />Kinnickinick Afterbay to the stream at nearly a uniform rate and <br />would now in the stream for about eight miles to the Rustic <br />Diversion Dam. With the exception of the fishery re1.ease and an <br />occasionaJ. spill, all the Kinnikinick re1.ease would be diverted <br />at the Rustic Diversion Dam through the Elkhorn Conduit to Cache <br />la Poudre Forebay. This forebay would provide the capacity <br />needed for the peaking releases through the Cache la Poudre <br />Conduit and Cache la Poudre Powerplant permitting releases far <br />greater than the Elkhorn Conduit capacity. The Cache la Poudre <br />Powerplant would discharge into Grey Mountain Reservoir. In <br />addition to its conservation function, Grey Mountain Reservoir <br />would serve as an afterbay for the Cache la Poudre Powerplant <br />and provide terminaJ. storage for winter power re1.eases. <br /> <br />. <br /> <br />. <br /> <br />4 <br /> <br />
