S. Representative Evans and U. S. Represent- <br />atiVe Aspinall to determine what action the District could take to.assist in reinstating <br />funds tor the Fryingpan Project. ' <br /> <br />Project Manager Ogilvie was asked to report on current activities, and advised that if <br />additional funds WeTe made available beyond those funds recommended by the President <br />of the United States, they could be used to go ahead with the relocation of Colorado 96 <br />and purchasing of additional right of way at Pueblo Reservoir and Twin Lakes. Beise <br />stated that the need for a cut in total Federal expenditures wss apparent because of the <br />International situation, but felt that evidence can be presented to the Appropriation <br />Committees of the House and the Senate showing how a slowdown an construction on the <br />Project will ultimately cost the United States more. He reported he is developing a <br />statement which wUl be submilted to Representatives Evans 'and Aspinall, to either be <br />presented by them and/or representatives of the District before the Appropriation Com- <br />miltees. Christy observed that the District, along with other Water Conservation agen- <br />cies, should m8.ke a strong plea for continuation of domestic programs vs. activities in <br />the Foreign Aid sector. <br /> <br />1 <br />I <br />I <br /> <br />,I <br />.1 <br /> <br />M&I WATER PROGRAM: <br /> <br />Project Manager Ogilvie stated (78 Stat. 389) included authorization of funds for con- <br />struction of the Project and Valley Pipelines, but provided that the Secretary of In- <br />terior must find that entities involved could not feasibly construct the pipelines on their <br />own. He stated this determination must be made before pipelines can be constructed <br />as a part of the Project. <br /> <br />Ogilvie reported that Bureau personnel have sufficient data for presentation to the Sec- <br />retary of Interior, and felt the District would want to evaluate said data which includes <br />the following: <br /> <br />1. Fountain Valley Pipeline: <br /> <br />: 1 <br />,I <br />'I <br /> <br />(a) Serve municipalities. water user 8.6BociatioDs. and unincorporated <br />areas in the Fountain Valley; <br /> <br />~ <br />(b) Will be a raw water pipeline; <br /> <br />::1 <br />i I <br />1 <br /> <br />(c) In 1960 the report estimated that Colorado Springs would use 10,000 <br />acre-feet, and since that time, estimates for the other water users <br />in the Fountain Valley range between 4,500 and 4, 800 acre-feet; <br /> <br />(d) There are 2 municipalities; 0 water user associations; 7 unincor- <br />porated areas, and an estimated population of 125,000 people. <br /> <br />2.
