<br />. <br /> <br />. <br /> <br />. <br /> <br />o <br />...... <br />en <br />cn <br /> <br />In February 1996, Reclamation completed the required report and published a request for <br />proposals (RFP) under P. L. 104-20. The Secretary endorsed the report and forwarded it to <br />Congress. No comments objecting to the plan were received during the 30-day waiting period. <br />Congress appropriated $500,000 for awards in FY-96. The ranking committee selected a <br />portion of the San Juan - Hammond Project. Reclamation executed a construction cooperative <br />agreement with the district on September 26, 1996, obligating FY-96 funds for the work. <br /> <br />Proposals for FY -97 new starts were received in response to the RFP in August and were <br />ranked in early September. Negotiations have been completed and awards made to implement <br />three projects in the Price-San Rafael Rivers Unit and the Hammond Project. Negotiations are <br />underway to implement a plan to plug leaking wells, eliminate seepage from the Ashley Sewage <br />Lagoons, and improve laterals in Duchesne County. These proposals will control about <br />100,000 tons of salt loading at a cost of about $45 million. The cost effectiveness of the <br />proposals ranged between $20 and $35 per ton. The administration requested $7.6 million in <br />FY-98. With cost sharing, the total amount available would be about $10.9 million. <br /> <br />18 <br /> <br />1) <br />
