To
accomplish this task, accurate water use data is needed as a base for these predictions. In
cooperation with the Upper Basin States, Reclamation has created a GIS database of irrigated
field boundaries and crop types to refine current water use estimates in the entire basin. In
1997, Reclamation completed its GIS database and has produced draft water use estimates for
the Upper Basin thru 1990. In 1998, Reclamation plans to finalize this analysis and begin to
update the analysis thru 1995.

Update to Economic Impacts Model

In cooperation with the Metropolitan Water District of Southern California, Reclamation is well
into a major update of its salinity impact model. The model is now available in a Lotus
spreadsheet format. Crop types and acreages in the model have been updated. The crop
damage functions have been updated using scientific studies conducted by the UDSA Salinity
Research Lab in Riverside, California. Car radiator impacts have been dropped due to
advances in their designs. Because of losses in some sectors and gains in others, there has been
no significant changes in the total damages sustained in the Lower Basin. Several improvements
will be investigated 1998. Studies are underway to update the M&I impacts section of the model
and add some drainage costs to the agricultural sector . Wastewater reuse was not addressed in
the current model.

Price-San Rafael Rivers Unit, Utah

Three cost-effective proposals were received from waterusers in the Price-San Rafael Rivers
Unit in response to Reclamation's request for proposals under P.L. 104-20. Construction
cooperative agreements have been completed and funds obligated to begin construction on all
three proposals. The projects are being funded by Reclamation's Basinwide Program and cost
sharing from the Basin States.

San Juan River Unit, New Mexico

A cost-effective proposal was received by Reclamation to improve the efficiency of irrigation
delivery systems in the Hanunond Project in response to Reclamation's request for proposals
under P.L. 104-20. A construction cooperative agreement has been completed and funds
obligated. The Hanunond Project has purchased equipment and will begin construction in
FY98. This project is being funded by Reclamation's Basinwide Program and cost sharing from
the Basin States.

16

~,--;\".""-

~ ~j
~,<. __ ,a..K>.;""
