<br />-7- <br /> <br />The Council's proposals have obviously stimulated interest <br />in and attracted attention to an important item in our public <br />activity that can benefit from constructive re-examination. <br />By doing so, you have rendered a public service and deserve <br />commendation. However, we urge the Council to recognize that <br />the course of action you have identified on a tentative basis <br />is not the answer to the problem you are trying to solve. <br /> <br />We are equally ~onvinced that the thirteen organizations <br />that have circulated "Citizens Alert" cannot really be satisfied <br />with the course of action they have suggested. We cannot believe <br />that they care to be identified with the . termination of a great <br />program because they are dissatisfied with a few decisions made <br />by public officials responsible for administering the program. <br />They have found themselves re-acting to another group's proposal, <br />when they are really seeking an opportunity to participate in <br />developing better methods of public decision making. They must <br />have a higher degree of sophistication than the positions taken <br />in "Citizens Alert" suggests. <br /> <br />Under the circumstances, the Mid-West Electric Consumers <br />Association urges the Council to set aside its proposed standards <br />and procedures and its high discount rate and begin a new eval- <br />uation of Federal water resource development programs. We urge <br />you to seek out more modern and more sophisticated techniques <br />with the help of a wide variety of citizens and citizens groups. <br /> <br />We hope that we are right in assuming that all individuals <br />and organizations, including the National Administration, that <br />have been involved in this re-examination are looking for <br />better directed Federal resource development programs rather <br />than their termination. <br />
