<br />Statement <br /> <br />of <br /> <br />MID-WEST ELECTRIC CONSUMERS ASSOCIATION <br /> <br />Fred G. Simonton, Executive Director <br />Ken HolLm, Consultant <br /> <br />before the <br /> <br />WATER RESOURCES COUNCIL <br /> <br />March 16, 1972 <br />St. Louis, Missouri <br /> <br />The Mid-West Electric Consumers Association is the service <br />organization of the rural electric cooperatives, municipal <br />electric utilities and public power districts of the Missouri <br />River Basin states. On December 7, 8 and 9 of 1971, the <br />Association conducted its annual meeting in Denver, Colorado. <br /> <br />The 500 delegates in attendance considered the Admin- <br />istration's apparent attitudes towards water resource develop- <br />ment projects. As a result of their deliberations, they <br />unanimously adopted a resolution entitled "National Water <br />Resources Development". Copies of that resolution are attached <br />to this statement. <br /> <br />On February 10, 1972, the directors of the Association <br />reconvened in special emergency session. At that time they re- <br />affirmed their opposition to the proposed principles and stan- <br />dards, particularly as these standards recommend a 7% discount <br />rate. They directed us to make that opposition known to the <br />Water Resources Council with all of the force and vigor avail- <br />able to our Association. <br /> <br />The consumer-owned electric utilities affiliated with <br />the Mid-West Electric Consumers Association support resource <br />development because they know what these splendid programs <br />have accomplished in the past and because they know what they <br />can mean in the future for the social and economic well being <br />of the High Plains States. <br />
