This being the case, recommendations should not <br />be made from this data. It can be noted that the planned treatment <br />effects do move in the proper direction. Follow-up data will be <br />necessary to make proper determinations as to the direction and <br />magnitude of movement. <br /> <br />D. PROBLBJIS TO BB ADDRBSSBD <br /> <br />A primary issue to be addressed is the need to continue development <br />of the economic M&E data base. There must be a commitment by <br />Colorado-SCS to continue use of the now tested process of <br />collecting planning documentation data. There is no other way to <br />develop the base of data needed for continuing support of project <br />economic evaluation. <br /> <br />A second issue is the continuing testing of planning estimates by <br />means of sufficient follow-up data. This is a necessary part of <br />ensuring the usefulness of planning estimates for operators and for <br />project effectiveness. <br /> <br />A third issue involves the completeness of data describing both <br />benchmark and treatment conditions. Some planners are very good at <br />gathering such data from operators. Certainly, some additional <br />training at the Area level will be necesary to ensure the best <br />possible data collection process. It should be noted that data <br />being asked for in this process, are basic planning data which <br />should assist any planner's understanding of a client's operation. <br />The data also provides a basis for other planners and managers to <br />understand benchmark conditions and potential treatment effects in <br />case questions should arise in the future. <br /> <br />n\J. <br />.4<j~ <br />\' ,.. <br />\:> <br />
