SOJOmRY um RBCOJIJIBIIDATIO)JS

Data in this economic M&E report are based only on planned
treatment estimates. FollOW-Up data will be collected on a sample
basis over time. This being the case, recommendations should not
be made from this data. It can be noted that the planned treatment
effects do move in the proper direction. Follow-up data will be
necessary to make proper determinations as to the direction and
magnitude of movement.

D. PROBLBJIS TO BB ADDRBSSBD

A primary issue to be addressed is the need to continue development
of the economic M&E data base. There must be a commitment by
Colorado-SCS to continue use of the now tested process of
collecting planning documentation data. There is no other way to
develop the base of data needed for continuing support of project
economic evaluation.

A second issue is the continuing testing of planning estimates by
means of sufficient follow-up data. This is a necessary part of
ensuring the usefulness of planning estimates for operators and for
project effectiveness.

A third issue involves the completeness of data describing both
benchmark and treatment conditions. Some planners are very good at
gathering such data from operators. Certainly, some additional
training at the Area level will be necesary to ensure the best
possible data collection process. It should be noted that data
being asked for in this process, are basic planning data which
should assist any planner's understanding of a client's operation.
The data also provides a basis for other planners and managers to
understand benchmark conditions and potential treatment effects in
case questions should arise in the future.

n\J.
.4<j~
\' ,..
\:>
