<br />OOlii52 <br /> <br />conservation of the species and which may require special management <br />considerations or protection. <br />- The Secretary shall designate critical habitat .....on the basis of <br />the best scientific and commercial data available and after <br />taking into consideration the economic impacts..... <br />- Requires National Environmental Policy Act (NEPA). <br /> <br />. The Secretary shall develop and implement Recovery Plans that: <br />describe site-specific management actions necessary to achieve <br />the plans goal (recovery); <br />objective, measurable criteria which when met, would result in <br />recovery and removal from the list; and <br />- estimates of time and costs to achieve the plan's goals. <br />- Recovery plans are not static documents, they are designed to <br />change as new information is made available. <br /> <br />. Who does all this? <br />- The Secretary of Interior, through the US Fish and Wildlife <br />Service, is responsible for all inland species (Le. grizzly bears and <br />bull trout). <br />..."".: - The Secretary of Commerce, through the National Marine Fishery <br />Service, is responsible for all 'marine' species (Le. Snake River <br />sockeye and chinook salmon). <br /> <br />Section 6. Cooperation with the States. <br /> <br />. This section directs and allows the Service to cooperate to the <br />maximum extent practicable with the States and includes the authority <br />to provide funds (within annual appropriated levels) to the State fish <br />and wildlife agency for: <br />- development of conservation programs for T&E species; <br />- monitoring programs for candidate species; and/or <br />recovery activities. <br />~ 6 funding has not kept pace with the development of and need <br />for State programs for T&E species.
