I am pleased to enclose a copy of the proceedings of the Western States Water Council's
Water Management Symposiwn, held October 5-7, 1984 in Grand Junction Colorado, cosponsored
by the Western Governors' Associatjon and the Western Associinion ofFish and Wildlife Agencies,
As you know, the subject of the symposiwn was 'The Effect of the Endangered Species Act on
Western Water Management: Improving ESA Implementation," It included several excellent
presentations and discussions, which follow~d an outstanding field trip organized by our Colorado
state hosts. "

The enclosed proceedings include an overview and summary, a listing of problems identified
by the attending group associated with implementation of the Act, a synopsis of the group's
recommendations for improvements, and ~itten notes anillor oU,tlines provided by the speakers,
placed in chronological order with reference to the symposium agenda, The proceedings also
include a listing of attendees and supplemental material provide,q by presenters and other participants
at the symposiwn. " -' '

As you know, Ricky Torrey of our staff has overseen the preparation of these proceedings.
On her behalf, as well as the entire staff, we wish to express our appreciation to all those who
reviewed and commented on both the overview and summary, as well as the recommendations. We
also wish to thank the speakers who provided the written notes which are enclosed. Because of such
partiCipation, we believe these proceedings provide an excellent resource and will serve well the
members of the cosponsoring organizations as issues associated with improving implementation of
the Endangered Species Act continue to be addressed by the Congress and the Administration. If
