They averaged 399 acre-feet annually. This <br />water would have either accrued to the conservation pool or <br />been rel~ased into the Arkansas River for the benefit of down- <br />stream irrigators. It would be new water that was not in the <br />system historically. When water from the other State rights <br />are integrated into the permanent pool plan, these spills will <br />be substantially increased. <br /> <br />-34- <br />
