No
extraneous questions should be permitted to cloud the 000 issue, No
partisanship should be permitted to obscure the roal facts__the true
problems. Personalities must not enter into our considerations of the
crucial situations, We must not pormit the rights of our citizens to
be sacrificed to a great plan for the centralization of povror in
federal agencios,

FEDERAL VfATER !lASTERS APPEAR

The introduction in Congross of a bill for the "Arkansas Valley
Authority Act of 1941" has been followed by a bill for the Dakota
Authority Act of 1941.n The latter covers the Missouri River and its
tributaries in North and South Dakota, A comparison of these two
bills shows that they are identical in their general provisions,
Governor Olson of California. in his inaugural address. states that
he proposes to ask for the introduction of a bill creating the
Central Valley Authority or one for the entire Colorado River Basin,

Five major rivers' rise in this state, The agricult ure and
incidental industrial developmBnt in these river basins are dependent
upon irrigation and other beneficial usos of water regulated under
stato laws" Obviously, with the appearance of these federal water
masters on the hori~on..the chief executive of the state and its
citizons should become concornod.

The Bureau of Reclamation and tho corps of army engineers.
reoognizing stato laws and co-operating with the state government for
years have provided a program of water consorvation. stream regulation
and of flood control. In moro recent years, improvements. suoh as the
Colorado Big_Thompson. have been designed as multiple use projects
(irrigation and pov~r developmont). During the past four years
irrigation. flood control and p~'er projects in Colorado, aggregating
in value nearly 100 million dollars, have been authorized by Congress.-
It cannot, therefore. be assumed that the Arkansas Valloy Authority bill
is necessary in order that the state may obtain adequate devolopment of
its water resources.

_2_
