<br />used, infringed, or employed by the exercise of this authority by the
<br />Corporation shall have as the exolusive remedy a oause of aotion against the
<br />Corporation, to be instituted and prosecuted in the appropriate distriot
<br />oourt of the United States for the reoovery of reasonable oompensation for
<br />suoh infringement. The ColJllllissioner of Patents shall furnish to the
<br />Corporation, at its request and without payment of fees, oopies of doouments
<br />on file in his offioe: Provided, That the benefits of this seotion shall not
<br />apply to an:y art, maohine, method of manufaoture, or oomposition of matter
<br />disoovered or invented by one who at the time of suoh disoovery or invention
<br />was in the employment or service of the Corporation or of the Government of
<br />the United States.

<br />SEC. 19. (a) All general penal statutes relating to the laroeny,
<br />embezzlement, oonversion. or to the improper handling, retention. use, or
<br />disposal of publio moneys or property of the United States shall apply to the
<br />moneys and property of the Corporation and to moneys and properties of the
<br />United States entrusted to the Corporation.

<br />(b) ~y person who, with intent to defraud the Corporation, or to
<br />deoeive an:y direotor. offioer, or employee of the Corporation or an:y offioer
<br />or employee of the United States (1) makes any false entry in any book of the
<br />Corporation, or (2) makes fJf1Y false report or statement for the Corporation,
<br />shall, upon oonviction thereof, be fined not more than 010,000 or imprisoned
<br />not more than five years, or both.
<br />
<br />(0) ~y person who shall reoeive an:y oompensation, rebate, or reward,
<br />or shall enter into an:y oonspiracy, collusion, or agreement, express or
<br />implied, with intent to defraud the Corporation or wrongfully and unlawfully
<br />to defeat its purposes, shall, on oonviction thereof, be fined not more than
<br />(15,000 or imprisoned not more than five years, or both.

<br />SEC. 20. The Corporation may cause prooeedings to be instituted for
<br />the aoquisition by oondemnll:tion of any lams, easemants, or rights-of""'ll8.Y
<br />whioh, in the opinion of the Corporation, are necessary to carry out the
<br />provisions of this Act. The proceedings ehall be instituted in the United
<br />States district court for the distriot in whioh the land, easement, right-
<br />of-way, or other interest, or any part thereof. is located. and suoh oourt
<br />shall have fUll jurisdiction to divest the complete title to the property
<br />sought to be acquired out of all persons or olaimants and vest the same in
<br />the United States in fee simple, and to enter a decree quieting the title
<br />thereto in the United States of Amerioa.

<br />Upon the filing of a petition for condemantion and for the purpose of
<br />asoertsi ning the value of the property to be acquired, and assessing the
<br />oompensation to be paid, the court shall appoint three oommissioners who
<br />shall be disinterested persons and who shall take and subscribe an oath that
