The drainage basins of the Arkansas, Saint Francis, Red, , <br />and T~te Rivers oontain natural resources capable of providing produots use- \ <br />ful for the general welfare during tUnes of peace and for the national defense <br />during times of war or emergency. It is the purpose and policy of this Act <br />to provide for the fuller development and utilization of these resources <br />through plans. projeots, and activities for or incidental to the promotion of <br />navigation, the control and prevention of floods, the safeguarding of navigable <br />waters, and the reclamation of public lands, in order to aid and proteot <br />commerce among the several States, strengthen the national defense, conserve <br />the water, soil, and forest resources of the Nation, and promote the general <br />,velfare of the United States. <br /> <br />SEC. 2 (a) To oarry out the purposes of this Act, there is hereby <br />oreated a body oorporate "Thioh shall be known as the "Arkansas Valley Authority" <br />(hereinafter referred to as the "Corporation") and whiah shall be an instrument- <br />ality of the United States. <br /> <br />(b) The Corporation shall maintain its prinaipal office at a convenient <br />place in the territory in which its activities are conducted.
