<br />.~"~'~~ <br />r?:,} <br /> <br />l' <br />~ <br /> <br />!' <br /> <br />impacted by the river and operation of the dam have a wide variety of needs and concerns which <br />at times are in conflict with each other, <br /> <br />" <br />--':: <br /> <br />The Secretary has been mandated to operate the dam and regulate the river in such a manner as to <br />meet the many and various StatutDry goals mandated by the Congress while striking a balance <br />with respect to the interests of the stakeholders and protecting the many downstream resources. <br />The AMWG makes it possible for the Secretary to bring all these various interests to a consensus <br />so he can strike a wise balance on how the dam should be operated. The EIS process has <br />resolved among the stakehol@rs that fonnation of an advisory committee is the best, sirice no <br />other cominittee currently exists and perhaps the only, way for the Secretary to achieve these <br />policies and to implement the above requirementS. The AMWG will provide a fOlUm to <br />coordinate broad-based interests in making recommendations to assist the Secretary in the <br />decisionmaking process for modifying operations of Glen Canyon Dam in order to meet the <br />requirements set forth in the Grand Canyon Protection Act (Act) of October 30, 1992 (public <br />Law 102-575), and to follow the recommendations of the Operation of Glen Canyon Dam Fmal <br />Environmental Impact Statement (EIS). <br /> <br />Th~ ~~ directs .the Secretary to establish and iml?lement lon$-tenn monitorin, pro~ an~ <br />actiVIties that Will ensure that Glen Canyon Dam IS operated m a manner collSlstent With sectIon <br />1802 of the Act. The monitoring programs and activities shall be established and implemeriied in <br />consultation with the Secretary of Energy; the Governors of the States of Arizona, Ca1ifoqiia, <br />Colorado, Nevada, New Mexico, Utah, and Wyoming; Indian tribes; and the general public, <br />including representatives of academic and scientific conununities, environmental organizations, <br />the recreation industry, and contractors for the purchase of Federal power produced at Glen <br />Canyon Dam. In order to comply with the consultation requirement bfthe Act, the EIS <br />recommended fonnation ofa Federal advisory committee. The EIS recommended an Adaptive <br />Management Program (AMP) to ensure compliance with the requirements of the Act.
