<br />lHl?SSg <br /> <br />water quality, wetlands, fisheries, and wildlife habitat, It Is also <br />Interested In the investigation of alternate water supply sources for <br />the town of Rangely. <br /> <br />3.1.4 <br /> <br />Bureau of Land Management <br /> <br />3,1.4.1 The Bureau of land Management (BLM) manages 180 acres (73ha) <br />of public land that will be affected by the proposed dam and <br />reservoir. Areas affected Include the lower dam site, borrow and <br />quarry sites, portions of the reservoir and recreation sites, and <br />portions of the State highway relocation. The BLM must grant a <br />right-of-way and temporary use pennlt in accordance with Title V of <br />the Federal Land Pol icy and Management Act of 1976 (43 CFR 2210) <br />before the proj ect may proceed. The BlM must we I gh the benef i ts of <br />the proposed project against the publ ic Interest in the publ ic lands <br />they manage, <br /> <br />3,1.5 <br /> <br />National Park Service <br /> <br />3.1,5,1 The National Park Service (NPS) is responsible for the <br />Nationwide Rivers Inventory, a program to identify and preserve rivers <br />that possess recreational and wildlife values of national <br />significance. The rivers that are undeveloped and possess values of <br />national significance are to be Included in the Wild and Scenic River <br />system. The North and South Forks of the Wh i te River have been <br />Included In the Wild and Scenic River system through the Nationwide <br />River .Inventory. Neither of these streams would be affected by the <br />proposed project, The NPS is also concerned with the identification <br />and preservation of cultural resources. <br /> <br />3.2 STATE <br /> <br />3.2.1 Colorado Division of Wildlife <br /> <br />3.2,1.1 The Colorado Division of Wildlife (CDOW) has <br />for protecting and managing fish and wildlife species. <br />cooperation with USFWS to protect endangered species <br />protective measures. <br /> <br />responsibility <br />CDOW works in <br />and recoomends <br /> <br />3,2,2 <br /> <br />Colorado Department of Health <br /> <br />3,2,2.1 The Colorado Department of Heal th (CDOH) has juri sdlct Ion <br />over domestic water supplies as well as discharges that affect water <br />quality. It must certify that the proposed project will have no <br />adverse affect on water quality under Section 401 of the Clean Water <br />Act before the CaE may issue a pennit. <br /> <br />3.2,3 <br /> <br />Colorado Division of Water Resources <br /> <br />3.2,3,1 The Colorado Division of Water Resources (CDWR) has <br />jurisdiction over dam safety and court decreed water rights. The dam <br />design must be approved by CDWR before specifications for construction <br />can be advertised for bid.
