At the completion of the study, the lack of firm <br />commitment for water caused the project to be postponed. <br /> <br />2.1.0,5 In 1979, after the town of Range1y experienced the severe <br />drought of 1977 and various stages of flooding, Water Users <br />Association No, 1 authorized another feasibl1 ity study for the Range1y <br />Project. The scope of the study was limited to a reservoir that would <br />satisfy the following conditions: <br /> <br />1,) Meet the immediate needs for municipal water supply for <br />the town of Rangely during drought years, such as 1977 <br /> <br />2,) Provide a re1 iab1e source of Industrial wate,r, <br />irrigation water, and water for exchange uses to all <br />potential water users within the boundaries of Water <br />Users Association No, 1 <br /> <br />3,) Eliminate the flooding that occurs in Range1y and the <br />surrounding area once every 7 to 10 years as a result <br />of Ice jams <br /> <br />4.) Be small enough that the entire funding could come out <br />of a local bond election without outside participants <br /> <br />5.)
