001973 __....o..-c.,..'--_' DENVER Colorado Water ConservCltion Boara April 25, 2003 Subject: Williams Fork Reservoir Hydroelectric Project, FERC No. 2204 Issuance of Initial Information Package and Scoping Document I to Stakeholders and Interested Parties Dear Interested Party, In 2001, Denver Water filed with the Federal Energy Regulatory Commission (FERC) its Notice of Intent (NOI) to relicense the Williams Fork Hydroelectric Project, FERC Project No. 2204 (project). This NOI was filed with a dual purpose, first to seek a small hydroelectric project exemption and secondarily a new license. Subsequently, Denver Water made a reasonable effort to contact all resource agencies, Indian tribes, organizations and individuals affected by Denver Water's proposal to gain consensus on the use of the Alternative Licensing Process (ALP) and to gain support on a communications protocol (submitted to the Commission as revised on May 7, 2002). Denver Water is now issuing its Initial Consultation Package (lIP) and Scoping Document 1 (SD1) for the Project. Denver Water is asking interested parties to review both the lIP and SD I in preparation for National Environmental Policy Act (NEPA) Scoping. The lIP is intended to provide general Project information and SD I identifies environmental issues associated with the Project. During NEPA Scoping, interested parties will be asked to comment on SDl and to provide additional information on environmental resource issues associated with the Project. As stated on pages 8 & 9 in SD I, a site visit of the Project is scheduled for June 4, 2003 and two NEP A public scoping meetings will be held on June 5, 2003, in Kremmling Colorado. Stakeholders and interested parties are encouraged to attend the Project site visit and one of the two NEP A scoping meetings to help Denver Water identify any additional environmental resource issues associated with the Project.
