Clyde

.
I,
,

The Colorado River has been and for awhile is desrined To be a river
of conflict. It is the dominant river system in the southwestern comer
of the nation, The area it drains (242,000 square miles in the United
States) is approximately one.twelfth of the continental United States,
It begins its 1,400 mile run to the sea from two primary sources-the
Green River, which originates in the Laramie range in southeastern
Wyoming, and the Colorado River, which originates in the Rocky
Mountains of Colorado. The two join in southeastern Utah, a short
distance above Lake Powell, It is a mighty natural and an economic
force, but there is not enough water to meet all of the competing
demands, As the river approaches full development, the confiic(S will
intensify, The purpose of this paper is to examine the operation of
the river in the event of prolonged drought,

\,
1;'

The Law of the River

I
!t
r

The key documen(S addressing the allocation of water and the
problems we will face in the event of shortage are the Colorado River
Compact negotiated in 1922, which divided the Colorado River be.
tween the Upper Basin and the Lower Basin states; a 1944 treaty
between the United States and Mexico; the Upper Colorado River
Basin Compact negotiated in October 1948; the apportionment made
by Congress in the enactment and implementation of the Boulder
Canyon Project Act of 1928, as declared by the United States Supreme

l:'

'i.

109
