<br />d. Capacity. This category includes the capacity revenue <br />component of the firm energy sales, the capacity revenue component of <br />the pumping power supplied to the participating projects and salinity <br />control works, and the revenue from peaking capacity sales. The capac- <br />ity revenues shown on Table E-9 were obtained by applying the appro- <br />priate capacity rate to the annual average dependable capacity shown in <br />the last column of Table E-8. For the period through December 1976, the <br />capacity rate applied is the existing rate of $15.84 per kW-year. For <br />January 1977 and thereafter, the rate applied is the new rate of $16.08 <br />per kW-year. <br /> <br />e. Reimbursement for Hoover deficiency purchases. Public Law <br />90-537 provides that the Lower Basin shall reimburse the CRSP for pur- <br />chases of energy needed to replace energy generation lost at the Hoover <br />Powerplant due to storage of water in CRSP reservoirs. The rate of <br />payment is to be $500,000 annually until reimbursement is completed, <br />with the provision that surplus revenues from the Boulder Canyon Project <br />in 1987 may be used to complete the reimbursement. Inasmuch as it is <br />doubtful that such surpluses will exist in 1987, the CRSP repayment <br />study is based on continuance of the $500,000 annually until paid, which <br />is estimated to be in 1993. <br /> <br />f. Wheeling revenues. These are revenues expected to be re- <br />ceived for the wheeling of power and energy for Colorado-Ute Electric <br />Association and for Salt River Project, as provided in Contract No. <br />14-06-400-2463 between Ute and the United States and in Contract No. <br />14-06-400-2468 between Salt River and the United States. <br /> <br />g. Rental of facilities. The contracts cited in the foregoing <br />paragraph also provide for payment by Ute and Salt River for use of <br />various CRSP transmission facilities. There is also a contractual <br />agreement between Public Service Company of New Mexico and the United <br />States whereby the Company pays the United States for the use of some <br />CRSP transmission facilities. The rental of other CRSP facilities such <br />as meters, transformers, etc. by various utilities has occurred in the <br />past and is expected for the future. Taking all these into account, a <br />projection of $152,000 annual revenue was made for future years. <br /> <br />h. Miscellaneous revenues. In fiscal year 1975, CRSP reser- <br />voirs were used part of the time for storage of electric energy in the <br />form of water to enable various utilities to conserve fuel oil. Because <br />of being able to purchase off-peak energy at low rates and selling <br />peaking energy at high rates, revenues of $4,540,000 were realized in <br />fiscal year 1975 in connection with oil conservation. In addition, <br />outage assistance and reserve capacity were provided to members of the <br />Inland operating pool, resulting in revenues of $847,000 in fiscal year <br />1975. It was estimated that, based on past years experience, there <br />would be other various power revenues amounting to about $30,000 in <br /> <br />39 <br />
