In fiscal year 1975, actual data ~ere used through April 1975 and esti-
mated data were used for May and June 1975. For the period 1976 through
1986, the purchase price is estimated as 5.35 mills per kWh, which
includes a base price of 5 mills plus 0.35 mill for losses estimated as
7 percent.. The kWh amounts estimated to be purchased are shown on Table
E-7, and run around 200 million kWh per year, or a cost of about $1
million per year.

c. Hoover deficiencies. In the early years of the CRSP, most
of the deficiencies in Hoover generation due to upstream storage was
replaced by CRSP generation. After fiscal year 1970, the Hoover defi-
ciencies were all replaced by purchases. Following are the actual
purchases of energy to replace Hoover deficiencies for fiscal year 1971
through 1974 and the estimated purchases for fiscal year 1975 and 1976.
Based on actual data through April 1975 and estimates thereafter assuming
average water supply, there will be no Hoover deficiencies after fiscal
year 1976.

1971 1972 1973 1974 1975* 1976*
Million Dollars 1952 1698 2065 761 628 80
Million kWh 556 473 551 157 117 15
Mills/kWh 3.51 3.59 3.75 4.85 5.37 5.35
*Estimated

d. Wheeling costs. In lieu of building transmission systems to
all CRSP customers' points of use, arrangements financially advantageous
to the CRSP were made in Some cases to utilize transmission systems of
various utilities. In Utah, CRSP power is wheeled over the facilities
of Utah Po~er & Light Company and California-Pacific Utilities Company.
In New Mexico, power is wheeled over the facilities of Public Service
Company of New Mexico. In Wyoming, power is wheeled over facilities of
the Bridger Valley Electric Association. The estimated costs in mil-
lions of dollars for such wheeling are as follows:

FY
1975

FY
1976

FY
1977

FY
1978

FY
1979

FY
1980

FY
1981

1.693

2.092

2.024

2.183

2.183

2.183

2.354

The wheeling costs after fiscal year 1981 are estimated to remain at the
same figure as shown above for fiscal year 1981, except that the cost is
estimated to be reduced to $1.477 million after fiscal year 2013, as per
the contractual agreements. The reduction was agreed to by the two
utilities wheeling power in Utah inasmuch as the amortization of the
Federal lines which were planned would have been completed by fiscal
year 2013.

35
