(The 10 times is used since some <br />alternative area rates exceed the 5 times factor earlier promulgated). <br /> <br />At a load factor of 58.2 percent, the overall rate would be changed <br />from 6.11 to 6.55 mills per kilowatt hour, an increase of 0.44 mill or <br />7.2 percent. <br /> <br />D. PROJECT DESCRIPTION AND HISTORY OF RATES <br /> <br />1. Project Description. The CRSP and participating projects were <br />authorized by Public Law 485 on April II, 1956. The Project includes <br />four storage units as follows: Glen Canyon on the Colorado River in <br />Arizona near the Utah border; Flaming Gorge on the Green River in Utah <br />near the Wyoming border; Navajo on the San Juan River in New Mexico near <br />the Colorado border; and Curecanti on the Gunnison River in west-central <br />Colorado. There are now 20 participating projects, ten of which were <br />authorized by Public Law 485 and ten by subsequent Acts of the Congress. <br /> <br />The Flaming Gorge Powerplant became operational in November 1963, followed <br />by the Glen Canyon Powerplant in September 1964. On the Curecanti Unit, <br />the Blue Mesa Powerplant started operations in September 1967 and the <br />Morrow Point Powerplant in December 1970.
