Whereas these figures <br />represent the allowable diversion rates of the Kansas Canal Companies represented <br />in the Arkansas River Basin. Kansas water rights are inherently established by <br />quantity, rather than solely by rate of diversion. Kansas water rights <br />established prior to 1945 (Kansas Water Appropriation Act) are equally vested <br />and not decreeded by priority date unless specifically adjudicated by the court <br />system. <br /> <br />3. Arkansas River Above John Martin Reservoir. John Martin <br />Reservoir and Pueblo Reservoir operations are interrelated in many cases. <br />Similarly, some irrigation canals upstream from John Martin Dam use water from <br />the reservoir, either through interconnections or exchange. The major irrigation <br />conveyances diverting from the Arkansas River are the Bessemer Ditch and the <br />Colorado, Highline, Catlin, Holbrook, Fort Lyon Storage, Fort Lyon, and Las <br />Animas Consolidated Canals. All of these canals and ditch systems on the <br />Arkansas River above John Martin Reservoir are in Colorado water districts 14 <br />and 17. <br /> <br />5-3 <br />
