Phvsica1 Constraints. The water resources of the Arkansas River Basin <br />projects are best described by quantifying their individual ,features. These <br />features relate to flood control storage, conservation storage and inactive <br />storage. The constraints placed upon these resources are set by operating <br />criteria, river compacts and the physical limitations of the structural <br />components. Table 4-1 presents the pertinent gross features of the Arkansas <br />River Basin projects. Incremental storage tables are presented in the Water <br />Control Manuals of the individual projects. <br /> <br />(1) Hvdropower. None of the Arkansas River Basin projects, described <br />in the above paragraphs, are equipped to generate hydroelectric power. <br /> <br />(2) Recreation. The key recreation facilities affected by drought <br />are the boat ramps. Studies have shown that, as long as visitors can gain access <br />to the water, they will make use of the project. When water drops below the <br />designed capability of the ramps, recreation use may be severely curtailed. <br />Therefore, the lower boat ramp elevations are a key to describing the droughts <br />effect on recreation. Table 4-3 shows the design elevations of the ramps at each <br />project. <br /> <br />4-5 <br />
