CONSERVATION, DEVELOPMENT, AND UTILIZATION

WATER AND RELATED LAND RESOURCES

1. PURPOSE AND SCOPE

2 These Principles are established in accordance with the provisions

3 of the Water Resources Planning Act which provides in -

4 Sec. 103. The Council shall establish, after such consultation
with other interested entities, both Federal and non-Federal,
5 as the Council may find appropriate, and with the approval of
the President, principles, standards, and procedures for
6 Federal participants in the preparation of comprehensive
regional or river basin plans and for the formulation and
7 evaluation of Federal water and related land resources proj-
ects. Such procedures may include provision for Council
8 revision of plans for Federal projects intended to be proposed
in any plan or revision thereof being prepared by a river basin
9 planning commis sion.

10 These Principles, together with Star,dards and Procedures to be

11 subsequently established by the Council, provide the basis for Federal

12 participation in the preparation of comprehensive regional or river

13 basin plans, for the formulation and evaluation of Federal and

14 Federally assisted water and related land resource programs and
