<br />The Water Resources Council, from time to time, will review

<br />7 these Principles and make recommendations for changes for the
<br />
<br />8 approval of the President. The Water Resources Council will im.ple-
<br />
<br />9 ment these Principles through Standards anc1 Procedures which provide
<br />
<br />10 methods for planning and other direction and guidance necessary to
<br />
<br />11 conduct planning activities efficiently.

<br />Included in the Water Resources Council's Standards and
<br />
<br />13 Procedures will be provisions for coordination between Federal agencies

<br />23 planning efforts, the training and developlnent of manpower, the
