Regional Accounting

2 For purposes of accounting for regional effects and contributions

3 to regional development objectives, a standardized set of regions will be

4 established.

5

E. The Interest Rate

6 The interest rate used in plan or project evaluation will reflect

7 the value placed by society on benefits and costs in the future as

8 cOlnpared with benefits and costs in the present. The interest rate

9 shall reflect the public aspects of the discounting process and will not

10 necessarily be related to current market rates of interest.

11

F. Period of Analysis

12 The evaluation of a plan shall encompass the periods of tilne

13 over which the plan will make useful contributions to the different

14 objectives.

15

G. Scheduling

16 Plans s'lall be scheduled for implementation in relation to needs

17 and other means of meeting them so that net benefits are optimized.

18 Benefits and costs, occurring according to different patterns in time,

19 are differentially affected by the discount process when projects are

20 scheduled for alternative future times. Therefore, plan formulation

21 should analyze the various schedules of implementation to find the

22 schedule that will produce the optimum net benefits.

23

24

'Y~'----"'~'
~4}~

~~<.-'~'i:-
.,; . . ~;.;..

,-:':;"::-.--."
-~.-=>..: .:

~1~

f:}:;:,:;::

~~~~;'
~~~J!;~:
..
