<br />From analysis of the display of alternative plans, a decision

<br />7 will be reached by the planning organization and a recomlnendation

<br />8 prepared as to the selected plan or program. The recommended
<br />
<br />9 plan may be one of the initial alternatives or. may be a modification
<br />
<br />10 of several alternatives. This recommendation will depend on the
<br />
<br />11 importance attached to different objectives and on the extent to which
<br />
<br />12 different objectives can be achieved through programs of conservation,
<br />
<br />13 developm,ent, and utilization of water and related land resources. In

<br />14 addition to presenting the recomlnended plan with supporting analysis,

<br />15 alternate plans relevant to the selection of the recommended plan

<br />17 alternate plans will be an analysis of the tradeoffs involved in choosing
<br />
<br />18 among two or more plans. The tradeoffs will be set forth in explicit,

<br />19 quantitative terms, including the basis for choosing among the alter-
<br />
<br />20 native plans. The recommended plan, when endorsed or modified by
<br />
<br />21 higher authority, will provide the basis for detailed design of programs
<br />
<br />22 and projects.
