Because planning staffs are limited, attention should be directed

2 to examination of those purposes which may have appreciable effects

3 on planning objectives.

The same rule should govern the considera-

4 tion of methods and techniques for estimating benefits toward objec-

5 tives.

Planning resources shall be devoted to consideration of those

6 methods and techniques that can reasonably be supposed to be impor-

7 tant or potentially important in plan formulation.

Each objective shall be explicitly considered if (a) the projected

9 plan can reasonably be expected to have a significant effect on that

10 objective, or (b) if national policy as directed by the President or the

11 Congress has expressed an interest in the effects of the plan on

12 specific objectives, or (c) responsible regional, State, or local

13 interests have requested an evaluation of the effects of the plan on

14 specific objectives.

Formulation and Evaluation

Plan formulation is a decision-making process which involves

17 preparing alternative plans to achieve identified planning objectives
