<br />I am asking selected State water planning officials to give
<br />me technical comments on the enclosed draft of Planning
<br />~rinciples. This draft has been prepared by the Task Force
<br />after considering the hearings, agency comments, and the
<br />preliminary test results.
<br />
<br />This is not a policy review. The Council has not considered
<br />this draft, so please do not quote it for publication.
<br />
<br />In commenting on these Principles, please keep in mind that
<br />the Task Force intends to prepare three types of documents
<br />under the provisions of section 103 of the Water Resources
<br />Planning Act (PL 89-80).
<br />
<br />1. Planning Principles
<br />
<br />This document would provide the general principles for Federal
<br />participation in planning water and related land resources. It
<br />would be issued by the Council with the approval of the President.
<br />
<br />2. Planning Standards
<br />
<br />This document would provide the standards for plan formulation
<br />and evaluation to implement the Planning Principles. It would
<br />be issued by the Council as delegated by the President and would
<br />include details as to programs covered; definitions of benefits
<br />and costs; details of plan formulation; participation in planning;
<br />participation in review; establishment of the interest rate, period
<br />of analysis, and scheduling; etc.
