,
"

.i

.

.

Draft Transmittal LetterfPress Release
and Water Availability Fact Sheet

The Arkansas. River Coordinating Committee (ARCC) is considering methods of augmenting
the water supply of the Arkansas River to offset depletions to surface water rights caused by well
pumpmg. In addition the ARCC is considering ways to improve the recreational water supplies at
the Great Plains Reservoir, John Martin Reservoir, and Trinidad Lake. The ARCC will ne
formulating recommendations to the relevant state officials charged with administering water rights
and developing the state's water resources. The ARCC itself will not be purchasing or negotiating
for the purchase of particular water supplies. However, in developing its recommendations the
ARCC may encourage the acquisition by augmentation organizations of particular types of water
supplies. To make its recommendation, more useful the ARCC is developing a list of potential water
supplies and assessing the likely costs and impacts of particular acquisition strategies.

For the purpose of generating this type of preliminary information the ARCC is seeking
expressions of interest from water rights owners who may have water supplies available for purchase
or lease in the future.

If you have water rights which you may be interested in making available for augmentation
and/or recreation purposes, please fill out and return the enclosed form/fact sheet. Your response
will be evaluated by the Water Acquisition Subcommittee (WAS) for possible inclusion as one of
the recommendations the ARCC may eventually make. Your response can not be treated as
confidential information. Your response will not bind you in any fashion, but only legitimate,
reasonable expressions of interest will be given serious evaluation by the WAS and/or the ARCC.

If you have any questions, or need further information before responding, please contact Gene

Jencsok at the ColoradD Water Conservation Board, 303-866-3441, or speak to an ARCC

member representing your area.
