That, under Section 6 of the Flood Control Act of <br /> <br />1941., the Secretary of the Army has authorlty to IlLOlrh,t, H&I <br /> <br />water if it may be designated as surplus. <br /> <br />5. That the Secretary of the Interior can join in <br /> <br />desil;nating a specified block of llater as fiurplus to uses <br /> <br />planned under the PSl1llP even though cud.l Hnter might be <br /> <br />usable for pm"er generation: Provided, That the repayment <br /> <br />program for the PSllBP is not impaired. <br /> <br />6. That, 'under Secticn 9(c) of the Flood Control /l.ct <br /> <br />of 1944, the Secretary of the Interior has authodty to <br /> <br />market M&I llater under the' PSHBP. <br /> <br />7. That the sale of }1i.I "ater under the rSHBP must be <br /> <br />at a price (a) cOll1I:1ensurate \lith the benefits "Ihich the <br /> <br />purchaser ,<'ill gain from the use of the vater; (b) at least <br /> <br />,as much as the United States would lose in other project' <br /> <br />revenues "hen such '.Iater is not available for other project <br /> <br />functions; and (c) in all cases consistent with the <br /> <br />17 <br /> <br />,.1 <br />
