Your Committee requested the un~ersigned to address tllemselves to

certain questions dealing with the marketing of water from the mains tern

reservoirs of the Missouri River. The questions and o~r comments follow:

1. For state and fedel'al agencies, what is the le1'Oal authority of the

present main stem system operation for the following purposes?

FEDERAL
The Missouri River Basin Project (now the Pick-Slos,n l.jissouri Bacin

Program) was authorized by the Flood Control Act of 191f4 (513 Stat. 8137).

It was recomrl'ended to Consress as a "comprehensive plan for the highest

beneficial use of the waters of the ffiissouri Rivei1 basin" and provided

for "flood control, navigation, irrigation, po'.er development, domestic

and industrial water supplies, silt control, recreational use of waters,

conservation of fish and wildlife, and pollution abatement," and for

assistance "in the restoration and maintenance of ground water levels

and inland lakes." (S. Doc. No. 191, 78th Cong., 2d ~ess. (1944~ at p. 10).
