Instead, section 102 of S. 507, entitled "Inventory," <br />authorized the secretary to review Blkl a~~inistered lands for possible <br />wilderness designation. It required, inter alia, that: <br /> <br />Areas containing wilderness characteristics <br />as described shall be identified within five <br />years of enact.~ent of this Act . . . the <br />identification of such areas shall no~of itself, <br />chan?e or Drevent c~an~e in the sana~~"ent or use <br />of national resource l~~ds. (e~phasis added). <br /> <br />Section 103 of S. 507 captioned "Land Use Plans" focused on the Secretary's <br />management authority during the review process.
