INTRODUcrIO~ <br /> <br />Ii <br /> <br />In your memorandum dated June 6, 1977, you posed two qJestions concerning <br />section 603 of the Federal Land policy and !.lanagement Act of 1976 (herein- <br />after referred to as "FLPrlA"), 90 Stat. 2743, 43 V.S.C. 1701 et S€O.
