<br />000803 <br /> <br />. .' <br /> <br />. . <br /> <br />will.affect the roadless and wilderness character of the area. <br />Restraints will be imposed on increases in uses and proposed <br />activities adversely affecting \;i1derness values. <br /> <br />3. Proposed actions on the public lands must be modified to avoid <br />areas identified as containing roadless and ~Iilderness values or <br />the impacts of proposed actions must be compatible to the point <br />where the wilderness and road1ess values are preserved. <br /> <br />4. In emergency situations (fires, floods, human injury, etc.) <br />District Managers will take necessary precaution, suppression and <br />recovery actions to protect human life and/or prevent property <br />loss. Such actions may compromise wilderness values. However, <br />evel'y effort will be made to insure that emergency actions are <br />appropriate to the situation and minimize the loss of wilderness <br />values. The need for such actions will be promptly documented <br />in writing to the State Director. <br /> <br />5. Mining and exploration activities carried out under the 1872 <br />Mining La\; will be carefully monitored and controlled to meet BLM's <br />responsibility for protection of wildern~ss values. <br /> <br />6. Until an area is identified as a formal wilderness study area, <br />diligent field reconnaissance for increases in activity must be <br />maintained. <br /> <br />-If increases and/or changes in activity are identified, <br />appropriate st~ps will be taken to protect wilderness <br />val ues and an accel erated wil dernes s inventory \;ill <br />be completed for .the area. <br /> <br />-If a wilderness study area is identified, the area <br />will be protected through temporary restraining orders, <br />injunctions, emergency \;ithdra\./als, etc. as necessary. <br />The State Director will be alerted as early as possible <br />on a situation-by-situation basis of the upcoming need <br />for such protective actions. <br /> <br />7. Coordination must be established \-lith the district or area fire <br />control specialist to insure that fire control practices do not <br />distract from potential wilderness study areas. <br />
