<br />003774 <br /> <br />III. Wilderness Review Policy <br /> <br />1. The BLM will systematically inventory the public lands for <br /> <br />potential wilderness preservation. Exceptions are those lands: (a) held <br /> <br />for the benefit of Indians, Aleuts, and Eskimos under provision of the <br /> <br />ANCSA (however, lands not transferred will be subject to wilderness review); <br /> <br />(b) withdrawn under provision of section 17(d)(2) of the ANCSA or administra- <br /> <br />tive proposal for new parks, wildlife refuges, and forest (however, lands not <br /> <br />transferred will be subject to wilderness review); (c) tentatively approved <br /> <br />State selections; (d) Outer Continental Shelf; and (d) identified commercial <br /> <br />timber areas on the O&C lands. The inventory will first be applied to the 55 <br /> <br />instant study areas formally identified as natural and primitive areas. (See <br /> <br />list, section IV.B.3a and b, pages 15 and 16.) <br /> <br />2. The BLM will inventory the public lands as rapidly as possible <br /> <br />to delineate: (a) areas with wilderness preservation potential <br /> <br />requiring interim ~anagement protection, and (b) areas where multiple <br /> <br />use activities excluding wilderness can proceed. <br /> <br />3. The BLM ~ill encourage and offer an opportunity for public <br /> <br />involvement and ~eview.throughout all phases of the wilderness <br /> <br />review process. The public will be given an opportunity to recommend <br /> <br />changes in wilderness study areas during public review. <br /> <br />4. The BLM will recognize wilderness as an identifiable resource <br /> <br />within its multiple-use management procedures. In land use planning, <br /> <br />BLM will consider identified ~ilderness resources along with all <br />other resource values. <br /> <br />11 <br />
