We have reviewed the Draft Statement within the contex stated
on the summary sheet, i.e. detailed impacts on Las Vegas Wash and Crystal
Geyser Units with other detai led environmental statements to be provided
as necessa ry.

Although there may be some minor adverse or secondary environmental
effects not readi Iy identifiable at this stage of development, we think
the Bureau of Reclamation has adequately assessed the impacts of a con-
ceptual plan for Colorado River Water Quality Improvement.

The State of Colorado is a member of the Colorado River Basin Salinity
Control Forum which has endorsed the implementation of the control
measures identified In the Draft Statement. The structural and non-
structural measures as identified In the Draft Statement will assist
the Upper Basin states in meeting the numerical criteria for salinity
in the Coloradb River system as required by P.L. 92-500.

In view of the constraints On salinity imposed by P.L. 92-500, the im-
plementation of the projects authorized by P.L. 93-320 will assist the
State in maintaining the quality of Colorado River water at acceptable
levels. Future water resource development in the State of compact-
apportioned waters will depend on maintaining acceptable levels of salinity
at or below 1972 levels.

We thank you for the opportunity to review this draft document.

Very truly yours,

FOR DIRECTOR, WATER QUALITY CONTROL DIVISION
./

';JFU 147
b, p,E" Chief
Management Planning Section

enneth W.
