DEPARTMENT OF THE INTERIOR, <br />B URE.o\ U OF RECLA::\fA TION, <br />WlUJhington, D.C."February 16, 1960. <br />THE SECRETARY OF THE INTERIOR. <br />SIR: This is my report on a plan of develol?ment for t.he Ruedi Dam <br />and Reservoir, Colo. It is based upon and mcludes my proposed re- <br />port of October 23, 1959, which you approved and adopted on October <br />27, 1959. <br />Copies of the proposed report were transmitted to the affected States <br />of the Arkansas and the Colorado River Basins, the Secretary of the <br />Army, and to the int.erested Federal agencies for review as required by <br />law and by interagency agreement. An those who received the re- <br />port officially ha,'e replied except the St.ates of Arizona and Nevada, <br />which would not be substantially affected by the proposed develop- <br />ment. Copies of the letters of comment received are attached. <br />The proposed project is supported by the State of Colorado and has <br />its full and unequivocal approval as evidenced by the letter of No' <br />vember 24, 1959, from the director of the Colorado Water Conserva- <br />tion Board. In that. letter, the State of Colorado also furnished as- <br />surance of its willingness to assume the ,repayment obligation for the <br />portion of the cost of Ruedi Dam and Reservoir which may be al- <br />located to deferred municipal and industrial water supply under pro- <br />vision of the Water Supply Act of 1958, as follows: <br />Should sllch a market, however, not develop to a degree sufDclent to return <br />the costa allocated to municIpal and industrial water supply, the State of <br />Colorado will undertake repayment of the portion necessary to 8!5Sure full re- <br />payment of municipal and Industrial water supply costs. <br />- As contemplated in-our proposed report, certain'inconsistencies in <br />the operating principles for Ruedi Dam and Reservoir set forth in <br />the attached regional director's report of September 25, 1959, were <br />discussoo with officials of the St.ate of Colorado. By letter of January <br />15, 1960, t.he director of the Colorado Water Conservation Board <br />t.ransmitted a fully executed copy of the operating principles as <br />amended 011 December 30, 1959, by the several int.erested State organi- <br />zations to eliminate those inconsistencies. A copy of the amended <br />principles is attached to and made a part of this report. These <br />amended principles hereby supersede t.he operating principles set forth <br />in t.he regional director's report, as well as t.hose set forth in House <br />Document 187, 83d Congress, on t.he Fryinwan-Arkansas project. <br />The comments of t.he State of California are concerned more di- <br />rectly with the amendments it wishes to ha'-e incorporated in legisla- <br />tion to aut.horize the Frying-pan-Arkansas project t.han with the report <br />on Ruedi Dam and Reservoir. The St.ate concluded that our proposed <br />report does not appear to be an adequate project planning report <br />1 <br />
