PRESIDENT,
The White HouSe.
(Throllgh the Bureau of the Budget..)
DEAR Mn. PnEsIDENT: My report on ~ plan of development for Ruedi
Dam and Reservoir, Colo., is submitted herewit.h in aecordunce with
the Reclamation Project Act of 1939. It. is ll. supplement to the report
on the Fryingpan-Arkansfls project which was prill~e(~ as Honse Doc-
ument 187, Sad Congress. Ruedi Dam and ReserVOIr JS proposed as a
substitute for Aspen Dam and Reservoir which was originally pro-
posed as ll. feature of tho Fryingpan-Arkansas project.
Adoption of Huedi Dam and TIcsel'voir as the replacement facility
for the Ft'yingpnn-Ark:lllsas project, in lieu of Aspen Dam and Res-
en'oir, will accomplish two important purposes. Substantial benefits
will acerue to wllter users Rnd other interest.s on the western slope of
the COJltiJlf~ntlll Divjde as well as on the eastern slope. The condi-
tions at t.he site permit development of n much largt~r reservoir, t.here-
uy pruviding for the west slope interests nn assured water supply
which may be llsed for irrigation, for municipa.l water supply, for
water needed to support all oil shale recovery indust.ry, or for other
purposes. The fish and wildlife and rccl'eltt.iona.I benefits of the reser-
voir will be subst.anti:ll, and t,he reservoir will impound floodwaters
which otherwise would cause dilTllage do\vnstream.
This report is designed primarily to demonstrate the justification
for building Ulu.",di Dam and TIeseryoir to <l greater capacity than
:\'ould ~e ne~essal'Y solely tOJ)~I~f~rm the l'eph~ement stora$e function
for the Fr'Yl11gpan-Al'kallSaS proJect. For t.lus reasofl, on!.y thut por-
t.ion of the cost which i~ in excess of t.he cost previously justified for
replacement, storage is eOIlRidel'erl eh:uge, nhle to the western slope uses.
III the ahsence of firm requirements for t.he water so developed n.t
this time, and wit.hout. prejIHlice to fut.ure llse of the water for llTiga-
t,ion if th:lt lIse should deyelop first, t.he conS(~rvat.ion st.ora1!e capacity
is allocated to l1lunieipal and industrial water supply. The report
est.ablishes. and supplementary documents inc.luding it let.ter from t.he
Department of the Navy confirm, that an oil ellule indllstry and affili-
ated uses, when estwblished in western Colorado, will reqllire a I!reat
deal more water than is available without storage regulation. Since
t.he date of need for such water is uIlcert.uin, the provisions of t.he
Water Supply Ad of ID58 (Public L'l\< 85-,,00) were used to permit
provision of storage for deferred use. The Stute of Colorado is will-
IIlg' to gin~ assurUnce required hy t.hat act that repayment of the costs
,dlocated to that use will be fort.hcoming.
vrr
