SPEAKER: Mv report and findings on Ruedi Dam and <br />Reservoir, Colo., are transmitted herewit.h as provided by the Federa.! <br />reclama.tion laws. <br />The report presentE It rlan for construction of Ruedi Dam and <br />Reservoir as It feature of the Fryin€;pan-Arkansas project, in lieu of <br />the Aspen Dam and ReseI"Voir descrIbed in House Document 187, 83d <br />Congress. The attached report presentE the physical pln.n of develop- <br />for the Ruedi Dam and ReservoIr a.nd a justification for the. inclusion <br />of re~ulatory storage capacity for the purposes of municipal ",nd in- <br />dustl~al water supply or imgation, flood control, fish and wildlife <br />preseI"Vation and propagation, and recreation in the Colorado River <br />Basin. <br />The proposed storage capacity of Ruedi Reservoir is greater than <br />would be necessary solely to perform the replacement storage flUlC- <br />tion for the Fryingpan-Arkn.nsas project. For this reason, only t.hat <br />portion of the CQst which is in excess of t.he CQst. previously justified <br />for replacement st.orage at the Aspen Reservoir site is considered <br />chargeable to Colorado River Basin uses. <br />It IS [mtici pated that t.he reg'ulatory storage c"'pacity in excess of <br />that necessa.l}' tQ serve the Frymgpan-Arkansas project function will <br />be required to provide municipal ",nd industrial water supply 1lSSO- <br />ciated with the oil shale recovery industry. In the absence of fiI1\l re- <br />qUlninient.s for such water at this t.ime, it is proposed tQ apply the <br />provisions of the Water Supply Act of 1958 (Public Law 85-500) <br />to repayment for the storage capacit.y so allocated. <br />Copies of my proposed report on Ruedi Dam and Reservoir were <br />tmnsmitted to the affected Stat.es, t.he Secreta.r} of t.he Army, and to <br />interest"d Federal agencies for comment. Copies of the comments re- <br />ceived as a result of that review are attached to the report. <br />The report and copies of all comments received were transmitted <br />to the President through the Bureau of the Budget on February 25, <br />1960.
