DEPARTMENT OF TilE I~TERIOu. <br />BUREAU OF HECL..\.:MATION, <br />Washington, D.C., October f!3, 1959. <br /> <br />The SECRETARY OF THE INTERIOR. <br />SIR: This is my proposed refort on Ruedi Dam and Reservoir, <br />which is a potential feature 0 the proposed Fryingpan-Arkansas <br />project, Colorado. This report is presented as a supplement to the re- <br />port on the Fryingpan-Arknnsas project, which was printed as House <br />Document No. 187, 83d Congress. It descl'lbes an alternative plan <br />for replacement storage on the Fryingpan River in lieu of the Aspen <br />Dam tlnd Reservoir originally proposed on the Roaring Fork River. <br />Selection of the Ruedi ,ite for replaceme.nt storage for the Frying- <br />pan-Arkansas project and for other purposes is the result of extensive <br />studies of t.he potential alternati ve sites and conferences among all <br />interests in the State of Colorndo and the l:ollcerned Federal agencies. <br />Thf'_ plan is to build Hlledi Dam of ~ufficient height to scn'e multiple <br />purposes in the Colorado River Basin as well as to serve its replace- <br />ment function for t.he Frying-pan-Arkansas project. In order to <br />implement this plan, 11 new set of opemting principles as qnoted in the <br />Regional Director's report. has been agreed upon by the several local <br />entit.ies involved and officially executed by tlIe Go\"ernor of Colorado <br />as chairman of t.he Colorado~ 'Vater COllservat,ion Board. <br />The Ruedi Dam and Heservoir site is ]ocatefl on the Fryingpan <br />River, a trihutary of the Hoaring Fork and the ColoI'ado River, near <br />the t.o\\'n of Basalt, Colo. The dam \\'oultl be an cat't.hfill structure <br />rising 270 feet above the streambed. It. would create a reservoir of <br />about 100,000-acre-foot capacity, covering an area of 1,000 acres. The <br />preliminary eost est.imate, based upon .January ] 959 prices, is <br />$12,831,000. <br />The cost. of the originally proposed ~8,000-acre-foot. Aspen Dam and <br />Resel'yoir was est,imated at $7~GOOP()O. The Fryingpan-Arkallsas <br />project ",as analyzed and just.ified on the basis of tlus cost for replace- <br />ment storage. Since the Ruedi Dam and Reservoir will perfol'Ju the <br />same funct.ion, so far as the Frying-pan-Arkansas project is concerned, <br />that amount is assigned as a FrYlllgpan-Arkansas project cost., leav- <br />ing $5,231,000 of the cost of Ruedi to be allocated among multiple- <br />purpose uses on the western slope.
