<br />ANALYSIS 59 <br /> <br />to housing rehabilitation. The DOH grants budget ($1 million in 1976) <br />does not begin to meet present community housing requests and certainly <br />would be inadequate in meeting additional needs generated by energy de- <br />velopment. In order to provide assistance to these communities, the <br />state Division of Housing will need additional funds appropriated for low <br />income housing. The DOH could also develop special financing and manage- <br />ment demonstration projects for boom towns, and coordinate applica- <br />tions to various federal agencies (HUD and FmHA) to insure adequate fund- <br />ing level s. <br /> <br />Other methods for focusing DOH efforts on energy-impacted areas are being <br />developed as a part of the recommendations of the Governor's Task Force on <br />Housing,* The Task Force is recommending changes that should make the al- <br />location process easier, and it is also proposing that all HUD-CD housing <br />applications in Colorado, including potential energy-impacted areas, be <br />coordinated at the state level. These steps should make additional fed- <br />eral funds available, save time, and cut housing costs. The Advisory Com- <br />mittee concurs in the Housing Task Force's recommendations along these <br />lines. <br /> <br />Another way to improve the availability of mortgage money in energy-im- <br />pacted areas is to create a regional housing authority. Aggregation of <br />housing needs within a larger geographic area leads to more attractive <br />and feasible housing packages for lenders. builders, and for HUD. A re- <br />gional housing authority can also buy land for development. Existing <br />state legislation will need to be amended in order to create regional <br />housing authorities. <br /> <br />In addition to direct financial assistance through existing government <br />programs, modifications of present government policies and procedures, <br /> <br />*The Governor's Task Force on Housing was created by Executive Order in <br />August 1976.
