Annual Report For 1967

had the benefit of accretions to the river as it courses through
the reservoir area. He estimated that these accretions range
lrom 10,000 to 16,000 acre-Ieet annually. He suggested that
raising the water level 25 feet above normal stream level
to maintain the permanent pool would reduce or eliminate
the accretions to which the dO\ltl1stream users are entitled.
For this reason he firmly opposes any plans for a permanent
pool. ]I.,lr. Nevius also reminded the Administration that during
the negotiations for the Compact the matter of a permanent
pool had been explored thoroughly and discussed vigorously
and discarded as completely impractical."

(A barrier of 28.3 feet would be maintained to create a 10,000 a.f.
pool according to present capacity table, adopted Aprill, 1967.)

Gave" ,lor Love included one item on water in his "call" for 1968
General Assembly. The item included in the call was to consider legis-
lation to amend 148-9-27 Colorado revised Statutes 1963 as amended con-
cerning alternate or supplemental points oC diversion. Legislatative Com-
mittee hearings will be held in Denver on the Arkansas and Platte River
Engineering RejXJrts.

!\.lore than the average snow pack seems to be in store in the
mountains but storage in John Martin Dam is likely to be less than 40,-
000 a.f. April 1, unless more than average precipitation or a quick run-
off comes during Februar.y and March.

An examination of the budget prepared by the directors shows small
increases in most oC the items listed. Overall it looks like a moderate
addition would be needed for the coming year.

A detailed report on the operation of the Amity system will be Cound
in the Superintendent's report together with details on the distribution
oC water and the need Cor improvements.

The report oC our Secretary shows in detail cash receipts and dis~
bursements as well as the budget prepared by the Board of Directors for
the coming year.

The books and accounts oC the Company have been officially audited
and a report wIll be available at the annual meeting.

I want to again thank the employees, directors and stockholders for
their hearty" cooperation throughout the year.

Respectfully submitted,

HarQ' C. Nevius
Preside-nt

Page 6
