In actual operation <br />this reserqoir is being used for replacement purposes by both <br />the City of Denver Jones Pass Tunnel and the Water Board Moffatt <br />Tunnel. <br /> <br />(c) The present irrigation development and future irrigation <br />possibilities along the Frying Pan and Roaring Fork Rivers between <br />the Ruedi damsite and Glenwood' Springs is negligible. It is believed <br />that storage releases from the Ruedi reservoir site will be useable <br />on the Grand Valley Project, However, Ruedi is not entirely satis- <br />factory for replacement purposes since it will not augment the low <br />summer flow at the Shoshone Power Plant and hence will not assist <br />in dampening the .effects.of the diUrnal streamflow fluctuations <br />caused by operation of that power'plant. <br /> <br />(d) Alternate replacement sites should be studied, One <br />advantage of the Sheephorn site on the COLorado River is the re- <br />regulation of power releases from the Green Mountain Dam. It was <br />suggested that a weir be considered at the head of Gore Canyon to <br />assist in regulating the low summer irrigation flow through the <br />Kremmling area, <br /> <br />17. There was considerable discussion of Mr, Merriell's statement. <br />Judge Stone and others pointed out that the. water rights of the Grand <br />Valley interests would not be interferred with by the use of water from <br />the Gunnison River for replacement purposes. By replacement of water <br />from the Gunnison River there would be no reason to make any change in <br />the present water rights status of the users of water in Grand Valley. <br />Any future replacement reservoirs would be operated purely on an exchange <br />basis. In the event the exchange plan proved' inadequate, the Grand <br />Valley interests could demand fulfillment of its water rights. <br /> <br />18. The study reported therein shows that <br />with full development of irrigation possibilities in the Colorado River <br />. Basin in Colorado, including present transmountaindiversions, but exclud- <br />. ing potential transmountain diversions, shortages at the head of the Grand <br />Valley Project in a series of years of low runoff such as 1931-40, inclusive, <br />would vary from about 14,000 acre-feet to about 143,000 acre-feet (in 1934). <br />The study also shows that with Green Mountain Re~ervoir and the Ruedi reser- <br />voir site operated for replacement purposes, all shortages except that of <br />1934 would be eliminated. The 1934 shortage would be reduced to 29,000 <br />acre-feet. It is his conclusion that the Ruedi reservoir is adequate for <br />replacement purposes, when operated jointly with the Green Mountain Reser- <br />voir.
