The <br /> <br />members of the CO~Jittee of Fourteen were directed to consider all <br /> <br />measures discussed to be confidential until a solution is approved <br />by the President. Accordingly, all that can be stated here was <br />that the Federal Task Force developeoi information on possible <br />technical measures and analyzed their impacts for further consid- <br />eration by Hr. Brm'mell. Nr. Brownell and the Task Force attempted <br />to find a combination of measures that would meet the criteria of <br /> <br />beinG satisfactory to Nexico, fiscally possible for the Federal <br /> <br /> <br />Government, and acceptable to the seven Colorado River Basin states. <br /> <br />Mexican Pumping of Groundwater Originating <br />Within the United States <br /> <br />A related problem was brought forth during the investigati.ons <br /> <br /> <br />and discussions on solutions for the Colorado River - Nexican <br /> <br />salinity problem. Nexico has recently installed a large number <br />of wells in locations along the border south of Arizona and east of <br />San Luis, Neldco. The t'lells are situated so as to collect ground- <br /> <br />waters originating within the United States. The source of most <br />of the groundwater reaching Mexico across the international boundary <br />is from percolation of ir~igation water applied in the United States. <br />When first info~ed of Mexico's plans several years ago, the United <br />States advised Mexico that it could not establish any rights to these <br />waters as United States had plans to pump its own water. Further, <br />Nexico was informed that the United States was under no obligation <br />to continue to make these groundwaters available to Nexico. <br />Nevertheless, Mexico has announced plans to drill 70 wells to tap <br /> <br />l} <br /> <br />1 <br /> <br />, <br /> <br />,__ .c,,",,,:'-', _ _,_. _ ~,-_~_ "^> _,";'_"_",, <br />
