<br />uu,,'t~.1 <br /> <br />. <br /> <br />. <br /> <br />.~ <br /> <br />EXECUTIVE DIRECTOR'S MONTHLY REPORT <br />TO THE <br />COLORADO RIVER BOARD OF CALIFORNIA <br /> <br />November 12. 2002 <br /> <br />ADMINISTRATION <br /> <br />Tentative Board Meeting Schedule for Calendar Year 2003 <br /> <br />Included in the Board folder is a copy of the proposed Board meeting schedule for calendar <br />year 2003. I would like the Board members to review it for possible conflicts and provide me with <br />comments. I would note that there is an apparent conflict on February 12, Lincoln's Birthday. Some <br />agencies have it off and some do not. Also, there is a possible conflict with the November meeting <br />coinciding with the National Water Resources Association (NWRA) nod Annual Conference in <br />Long Beach. The Board may want to consider removing these conflicts. I would like some type of <br />expression of interest, so that, we can confinn the meeting room with the hotel. I plan on asking for <br />approval of the meeting schedule at the Board's December meeting in Las Vegas, Nevada. <br /> <br />FY 2003 Colorado River Board Budget <br /> <br />Due to the current fiscal condition within California state government, the State is facing <br />budget reductions as part ofthe Governor's efforts to address the existing deficit. The ramifications <br />of these budget cuts upol1the Colorado River Board include budget reductions in operating costs and <br />possible layoffs. Strategies to mitigate these potential negative impacts will be discussed at the <br />Board meeting. <br /> <br />AGENCY MANAGERS MEETING <br /> <br />The Agency Managers have not met since the August Board meeting. On November 18, <br />2002, I am holding a meeting of the Agency Managers' Technical Committee to discuss issues t <br />related to Article V Decree accounting and mainstream water use by riparian vegetation associated <br />with environmental restoration programs. <br /> <br />PROTECTION OF EXISTING RIGHTS <br /> <br />Colorado River Water Report <br /> <br />As of November \,2002, storage in the major Upper Basin reservoirs decreased by 254,500 <br />acre-feet and storage in the Lower Basin reservoirs decreased by \32,700 acre-feet during October. <br />Total System active storage as of October 31" was 36.66\ million acre-feet (mat) or 62 percent of <br />capacity, which is 7.842 maf less than one year ago. <br /> <br />October releases from Hoover, Davis, and Parker Dams averaged 8,540, 9,920 and 8,310 <br />cubic feet per second (cfs), respectively. Planned releases from those three dams for the month of <br />
