The Lower Rio Grande Valley (Cameron, Hidalgo, Starr <br />and Willacy Counties) has severe flooding problems caused by in- <br />adequate drainage. Flooding can result from stream overflow, <br />over-application of irrigation waters, or concentrated rainfall <br />associated with hurricanes (Tables 5 and 6). <br /> <br />Without massive drainage improvement in the Lower Rio Grande <br />Valley, limited use of productive agricultural land and flooding <br />damages will continue.
