. . 1 . 09G3 ANNUAL OPERATING PLAN FRYINGPAN-ARKANSAS PROJECT, COIDRADO 1971 OPERATIONS 19720UTIDOK General /> ) This is the (third "Annual Operating plan far the Fryingpan - Arkansas praject which, when campleted, willcansistaf federally awned dams, reservairs, canals, tunnels, pumping plants, hydroelectric pawerplants, electric transmissian lines, substatians, and ather facilities. As indicated by the enclased praject map, these features are .or will be lacated in the Raaring Fark Basin .of the Calarada River Basin and in the Arkansas River Basin, central and sautheastern Calarada, respecti vely. These extensive warks will ultimately make passible the .orderly and beneficial use .of water far irrigatian, hydraelectric pawer generatian, fish and wildlife preservatian, and municipal and industrial uses, and pravide flaad cantral and ather callateral benefits. Currently, the .only praject features in aperatian are Ruedi Reservair and Tur- quaise Lake. Althaugh last year's Annual Operating Plan anticipated initial transmauntain diversian thraugh Charles H. Baustead Tunnel, na diversian was passible due ta canstructian delays. The present pragram schedule shaws the Charles H. Baustead Tunnel ready far aperatian early in May .of 1972. Therefare, 1972 will be the first year .of Fryingpan-Arkansas praject transmauntain diver- sian. Since the Sauth Side Callectian System is campleted fram the west partal .of Charles H. Baustead Tunnel ta Chapman Gulch, it is expected that imparts will be made fram that partian .of the system in 1972. Ruedi Reservair will be .operated far praject replacement purpases if needed, and far same flaad cantral benefits and fish and wildlife and recreatian enhance- ment. Until the amaunt .of starage space required far replacement .of praject diversians has been determined, the Bureau .of Reclamatian cannat negatiate any firm cantracts far sale .of Ruedi Reservair starage water. The Bureau is cur- rently canducting studies ta determine the amaunt .of replacement starage space required. Turquaise Lake will be .operated far regulatian .of praject water and far regula- tian .of nanpraject water an a service basis, as well as far incidental fish and wildlife and recreatian purpases. 4
