.

.

.

{,Q.c.-',i
'l.;....,:.U.jJ

Turquoise Lake

Planned operation of Turquoise Lake for water year 1972 was made assuming
ideal conditions and complying with as many requests by involved entities as pos-
sible. It is recognized that in actual operation circumstances may require some
variation from the plan,

Native inflow of Lake Fork and Busk-Ivanhoe imports were estimated from his-
toric records. The annual results of the probability study (exhibit 1 and exhibit 2)
for the 10-, 50-, and 90-percent values were distributed monthly on the basis of
an average historic year. Native inflow was stored to the CF&I Steel Cor-
poration's account during the winter months.

Homestake project imports were considered to be the same as that project's
release to the Trout Creek Pumping Plant during most months. The exceptions
were in May and June when the imports may be cut off due to Lake Fork channel
problems and releases to the Trout Creek pump will be made from storage.
Homestake imports and releases were considered to be at a rate of 43 c. f. s,
except in December and January when icing conditions in the river at the pump
intake necessitate a reduction to 20 c. f. s,

During the 1971 water year, water was stored in Turquoise Lake for the Catlin
Canal Company under an interim agreement. This was done by an exchange with
that company's Mt. Pisgah Reservoir on Oil Creek and Larkspur Ditch trans-
mountain diversions,

In the 1972 outlook it was assumed that 2,000 acre-feet more would be stored
under this exchange during the height of the spring runoff. It was assumed that
the Catlin Canal Company will use all of this stored water by the end of the irri-
gation season.

The Pueblo Water Board also stores water by exchange with their transmountain
diversions and Clear Creek Reservoir, In the 1972 outlook it was assumed that
an additional 3, 000 acre-feet will be stored to that account in the spring. It was
considered that the Pueblo Water Board called 2,000 acre-feet from their stor-
age late in the year.

CF&I Steel Corporation and High Line Canal Company (Busk-Ivanhoe) ownership
releases were considered to be the same as actually occurred in water year 1971,
An exception was a 200 acre-foot CF&I Steel Corporation release that occurred
in January 1971 and was not assumed to occur in January 1972,

Fryingpan-Arkansas project imports are based on a probability study, exhibit 2.
Those imports are estimated to be as follows: reasonable minimum, 18,000
acre-feet; most probable, 34,000 acre-feet, and reasonable maximum, 52,000

14
